Delhi Public Library 

Delhi Public Library is an autonomous organization under the Ministry of Culture and governed by Delhi Library Board, fully financed by the Government of India. Delhi Public Library was started as a UNESCO project in the year 1951 by the Govt. of India. It was inaugurated by first Prime Minister of India Hon'ble Pandit Jawaharlal Nehru, started as small unitary library in old Delhi, Opp. Old Delhi Railway Station. It has since developed into a premier Public Library System in the metropolitan city of Delhi.

Delhi Public Library has a network of Zonal Libraries, Branches & Sub-branches, R.C.Libraries, Community Libraries, Deposit Stations, Mobile Library, Braille library, etc. spread all over Delhi. The library is well stocked with collection of over 18 lakh books in Hindi, English, Urdu, Punjabi & other Indian Languages- almost all subjects are represented in its collection. The Delhi Public Library is also one of the 4th recipient library under the provision of Delivery of Books & Newspaper (Public Libraries) Act 1954. The Library provides free library services to the residents of Delhi. Circulation of books is one of the major activities of the library. The library offers services to children and also organises cultural activities such as lectures, debates, exhibitions etc. Some of the outstanding features of the library activities are services to Blind, Prisoners and offers Mobile Library service also. Delhi Public Library is the biggest Public Library System in India and the busiest Public Library in South Asia
Central Library (S.P.Mukherjee Marg)

The Central Library of Delhi public library is located at S.P.Mukherjee Marg, Opp. old Delhi railway station, Delhi-6. This is the first library of Delhi Public Library started in the year 1951. The library consists of Circulation Section for Adults, Children Section, Reference Section, Social Education Department, Extension Department and Reading Room. This library is also having two Auditoriums namely "Amir Khusro and Geetanjali". Which can be hired for programs. The total covered area of this library is 5890sq, mts.  The South Zone Library located at Sarojini Nagar was started in the year 1985. The building was owned by Delhi Public Library. Zonal Library Sarojini Nagar consists of Circulation Department, Children Section, DVD Corner, Public Internet Access, Reference Section and Reading Room. It also acts as head Quarter for other Sub-branches, Community Libraries, Resettlement Colony Libraries, Reading rooms located at South Delhi. Library Collection
Library collection is obviously one of the most important basic resources upon which the utility of library depends. Library collection is precious treasure of library. Delhi Public Library provides a wide range of books, journals and other reading materials in Hindi, English, Urdu, Punjabi & other Indian Languages for every one, whatever your reading taste. Library stock consists of 16 lakh books on variety of subjects including Books for competitive examinations, computer science, information technology, philosophy, religion, hinduism, social science, economics, political science, international relations, language and linguistics, science, physics, chemistry, zoology, botany, medical science, engineering, literature, fiction, history, geography etc.

Library Collection Development:
Acquisition:-
Every year New books and other reading materials are added to the library through acquisition. The library has centralised purchasing system to acquire books and other reading materials published in English, Hindi, Urdu and Punjabi, Indian as well as foreign publications. The budget for this purpose is approximately one crore per annum. The Book Purchase and Processing Division (BPPD) of DPL is responsible to acquire the books and other reading materials for the entire system of DPL, under the provision of Book Acquisition Policy and on the basis of selection done by Book Advisory Committee in English, Hindi, Urdu and Punjabi. The net book stock of the library as on 31-03-2014 is 16,94,695.
Serials: All the Popular Journals, Magazines and Newspapers are subscribed for the readers use in the Reading Room of the library. Presently, 292 Journals and 32 Newspapers are subscribed and 100 Journals received as gratis.
Legal deposit under the D.B.Act, 1954:-
Delhi Public Library was declared by the Govt. of India as the fourth Recipient Library under HYPERLINK "http://dpl.gov.in/index.php/new-arrivals/2-uncategorised/37-delivery-of-books-newspaper-act-1954-27-of-1954"Delivery of Books HYPERLINK "http://dpl.gov.in/index.php/new-arrivals/2-uncategorised/37-delivery-of-books-newspaper-act-1954-27-of-1954"&HYPERLINK "http://dpl.gov.in/index.php/new-arrivals/2-uncategorised/37-delivery-of-books-newspaper-act-1954-27-of-1954" Newspaper Act 1954 (27 of 1954)HYPERLINK "http://www.dpl.gov.in/dbact.html" (as amended in 1956) on 16th December, 1981. As per the provision of the Act, the Delhi Public Library is entitled to receive one copy of each publication from publishers in India at free of cost in Hindi English & all Indian languages. The D. B. Act Division monitors the collection of the books/publications received under D.B. Act. The total stock of this Division as on 31.03.2014 was 2,56,160. Besides, books approximately 1,300 popular periodicals and all leading newspapers are being received regularly under the Act in all languages. Books,Journals and other reading materials received under the Act are kept in the Reference Section of the South Zonal Library Sarojini Nagar for readers consultation
Gift:-
Delhi Public library receives books through gift by individual, institutions and libraries to develop library resources. One may donate any number of books to the library but library accepts only those books which are in good condition and not available in the library.

Depository:- 
Asian Development Bank Publications: Delhi Public Library has been nominated as Depository library for Asian Development Bank (ADB) publications since 1994. ADB provides Annual Reports, proceedings. This material is kept in the Central Library for the consultation of readers
 
Library Services
Lending of Books:-
Main service of the library is issuing books to the readers for home reading for the library members only for a maximum period of 14 days. The books may be renewed further for another 14 days either in person or by phone. Books may be renewed for maximum of three times. No renewal will be given if other member has reserved for the same book. Books are to be returned on or before due date marked. Members are responsible for the safe custody of their borrower's cards. Members will be held responsible for misuse of their's lost borrower's cards. Fine of Rupee 1.00 will be charged per book per day for late return of book.

Borrower card will be valid for two years. Counter for issue/return of books will be closed 15 minutes before the closing time of the library. Before leaving the issue counter the member shall satisfy himself/herself, whether the book is in good condition and if not shall bring to the notice of the person issuing book at the counter, otherwise she/he will be held responsible for the replacement of the book. In case the book is lost by the member shall pay the cost of the book plus fine.
73,467 registered members are availing this service from DPL upto 31.3.2011
Reference Services:-

Reference service is assist the readers to find the information and to use the library resources in an effective manner. The Delhi Public Library has a separate reference section in the Central Library, S.P.Mukharjee Marg and in the South Zonal Library, Sarojini Nagar. The Reference Librarian in the reference section is here to help and provide you the information you need. The Reference Librarian can also help the readers in locating materials in library collection and use a variety of reference books and other reference tools on various subjects. e.g Education and Training, Vocational Study and Guidance, Admission to Educational Institutions, Employment etc Reference Section holds all kind of reference materials including dictionaries, encyclopaedias, directories, etc. Every year new reference tools are added to the reference section.


Other Services:
Mobile Library Services:-
The Mobile Library service was started in the year 1953 to cater the needs of the people living in the rural areas and new colonies of Delhi due to expansion of the city. Library is providing library services at the doorsteps of the readers through mobile vans. At present Delhi Public Library is operating 4 Mobile Vans in 70 areas in the National Capital Territory of Delhi. 4,275 registered members are availing library services from the Mobile Library Vans. 

Reprographic Services:-
Reprographic service is provided in the library, Xerox Machine has been installed in the reference section. This service has proved to be a boon both to the readers with the result the readers can get the material Photostated as and when they require on nominal rates i.e Rs 1.00 per page.

Reading Room Service:-
The library is continuously engaged in developing reading interests among the people of the National Capital Territory of Delhi. The provision of Reading Rooms have been made in all the service units to provide information on various walks of life by making available daily newspapers and popular periodicals.A special provision has been made in the South Zone Library Sarojini Nagar for students especially preparing for competitive exams having a place where they can bring their own books, notes etc and study in the cool and conducive atmosphere of the library. Reading is a pleasure and with surroundings so serene, serious, and concentrate is a boon. This section is very much appreciated by the readers who sit there undisturbed, and study.

Social Education Services:-
Delhi Public Library is organising group activities among the adult members in the Central Library for the development of individual's inner talent/aptitude. At present following groups are functioning: Drama, Music, Social Study, Literature study, Music Coaching, Naturopathy and Homeopathic groups etc. It also arranges book exhibitions, film shows, television programs and lectures etc. for the reader's benefits. To participate in these activities it is a pre-condition that one has to be a member of the library. The library caters to promote cultural interest of its members and the general public through group activities and audiovisual programmes in library auditorium.

Guidance and Counseling:- 
This Cell provides guidance to Information and Library Science Students. Keeping in view the need and ever increasing demand of the students who are perusing Library and Information Science course especially through distance education program, Delhi Public Library has been providing guidance and practical training to students in it's various library departments/branches specially classification & cataloguing. The students interaction with the professional staff helps them to seek better in knowledge the field which normally lacks in distance education. 

Deposit Stations:- 
Delhi Public Library has a wonderful scheme of running a library by Societies/Associations in their respective colonies. Delhi Public Library provide books to Societies/Associations who are interested to open library in the their colonies. Library is also impart initial training to run the library service. The scheme is known as Deposit Station. At present DPL is operating 22 Deposit Stations in different places in the NCT of Delhi (Listed below). As on 31.3. 2011 these deposit stations have 2451 registered members.  Braille Library Rules:-
1. The readers shall be admitted to the Braille Section of the Library only during the working hours of the Braille Section, which shall be fixed by the Director General from time to time.
 2. The Braille Section is open only to blind and semi-blind persons residing or having their place of business in the Union Territory of Delhi.
 3. Any blind or semi-blind person can enroll as a member of the Braille Section after getting filled the prescribed form of enrollment (obtainable from the Braille Section free of cost) and putting the thumb impression on it. The thumb impression is to be attested by a responsible person acceptable to the Director General, Delhi Public Library.
 4. Every member shall be issued one membership token bearing the registration number, name and address. The member shall be entitled to borrow on loan two books at a time.
5. Books shall be issued to the members in the following manner.
(a) Personally to the member against his/her filling up the prescribed requisition form bearing his/her thumb impression.
(b) By post against his/her requisition on the prescribed form bearing his/her thumb impression attested by a person or persons acceptable to the Director General.
(c) Through his/her representative on letter of authority bearing his thumb impression attested by a person or persons acceptable to the Director General.
 6. Membership shall remain in force for 36 months from the date of enrollment unless previously surrendered or cancelled. The loan of books shall, however, be discontinued a fortnight before the expire of the membership during which period the member may renew his/her membership.
7. The member shall be responsible for all the books issued to him/her under the rule 5 above.
 8. The books shall be issued in a canvas bag and the reader shall be responsible for the damage or loss of the books and the bag. The cost of the book, the bag, the jacket, binding charges, or any other expenses including the legal charges incurred in endeavouring to secure the return of the book or the recovery of the cost shall be paid for by the reader by whom the book is borrowed. Any liabilities incurred by a reader in the over retention of a book must be discharged before the book borrowed is returned or any other book is issued.
9. If one book of a set is damaged or lost the member concerned shall be liable to replace the whole set or pay the cost thereof within one week from the date of report of loss or damage.
10. Books on loan shall be returned within 28 days of their issue (excluding the date of borrowing) or by the due date stamped on the book.
11. Books on loan can be recalled and the loan terminated at any time at the discretion of the Director General.
12. If a borrower fails to return the books on the due date on more than three occasions during a period of six consecutive months or is found to be a habitual defaulter in the return of books or the observance of rules, his/her membership shall first be suspended for a period of three months and then, if necessary, cancelled and/or he/she shall be debarred from membership up to a period of one year at the discretion of the Director General, whose decision shall be final and binding.
13. The replacement cost of the lost books and/or bags charged from a member can be refunded to him/her provided these are returned in good condition to the satisfaction of the Director, within 60 days of the date of making the payment.
14. The loan may be renewed at the discretion of the Director General for a further period provided no other reader has applied for the book in the meantime.
15. If a member defaults in making the payment of the amount due from him/her or in case fails to observe the rules of the library or in case of any other complaint against the member, the Director General or the Secretary or the Chairman or any other official acting on their behalf may approach the employer or guardian or Head of the Institution in this connection and all such complaints shall be brought to their notice irrespective of the fact whether or not the member has obtained membership on their recommendation. Any action taken by the Library Authorities shall also be communicated to the employer, guardian, Head of Institution as the case may be.
16. The Director General, the Secretary, the Chairman, or any other official of the library or an Incharge of a particular Department or Section may refuse admittance to any person (whether member or non-member) to the Library or any Section or Department thereof, without assigning any reason therefore, if in the opinion of the official concerned it is not desirable to allow him admittance, the officers above named may remove or cause to be removed such persons from the library for similar reasons.
17. The privileges conferred on the members and others under the rules cannot be claimed by them as a matter of right.
18. The Director General is authorised to refuse any application for membership without assigning any reason thereof and the Director General's decision in such cases shall be final and binding.   N.B. For the attestation of the admission form or thumb impression any relation or teacher with whom the blind reader is permanently residing would be acceptable to the Director General. The name, relationship to the member and specimen signature of such relation or teacher may be furnished to the Director General. 
Library Membership Rules:-
Only persons residing or having their place or business within the Union Territory of Delhi Shall be registered as members. Reading materials shall be lent for home reading only to registered members.

To enroll the membership to the residents of NCR on the same norm as applicable to the residents of Delhi, subject to condition that they have to deposit an amount of Rs. 1000/- per member as a Security Deposit refundable upon surrender of the membership without making payment of interest thereon.

Temporary membership of the library to the outstation students shall be provided  for a period of six months on production of the any of the documents viz. (a) Photo ID Card of Educational Institute where the student is studying (b) Voter / Election ID Card (C) Driving License (d) Passport and accompanied with a security Deposit of Rs. 1000/-
 Reference Library Rules:-
1. Any person over the age of 15 and such others as the Director General, may permit, may enter the Reference Library or Reading Room. Entry into the Reference Library or the Reading Room shall be deemed to be an assent to the rules in force for the time being.
2. Books and other reading material must not be removed from the Reference Library, Readers will be held responsible for books issued to or consulted by them inside the Reference Library for any loss or damage such books may sustain.
3. No person shall write upon, damage or mark upon any book manuscript belonging to the Library.
 4. Readers shall be responsible for any damage done to the Books or other property belonging to the Library and shall be required to replace such books or other property damaged or pay the value thereof. If one book of a set is damaged the person responsible shall be liable to replace the whole set or pay the value thereof.
5. A person shall not do a tracing or any portion of any book or use mechanical reproduction without the express permission of the Director General. Before leaving the Library readers shall return to the Reference Assistant books, manuscripts or maps, specially requisitioned for consultation.
6. In special circumstances the Director General may at his discretion permit certain books to be borrowed from the Reference Library for a limited period. The decision of the Director General in all such cases shall be final and binding,
Admission to the Library:-
1. The public shall be admitted to the Library or any of its units only during its working hours, which shall be fixed by the Director General from time to time.
Provided that person not of sound mind or found undesirable or offensively unclean in person or dress or intoxicated or suffering from any infectious disease shall not be admitted into the Library.

Further provided that the Director General  or any other official of the Library who is acting as Head/Incharge of a Department/Section may refuse admittance to any person (whether member or non-member) to the Library or any Section or Department thereof without assigning any reason, therefore, if in the opinion of the official concerned it is not desirable to allow him admittance. The official above named may remove or cause to be removed such person from the Library for similar reasons.
2. Sticks, umbrellas, boxes, printed material in loose or in bound form and other receptacles shall be left at the entrance. The Library, shall not, however, be responsible for any loss or damage done to or replacement made of the articles deposited at the lockers.
3. Dogs and other animals shall not be admitted.
4. Silence shall be observed in the Library
5. Spiting and smoking are strictly prohibited.
6. Sleeping is strictly prohibited.
7. A person shall not partake refreshments except at a place provided for the purpose.
8. The member and other visiting the Library shall be bound by these rules and procedures and practices in force from time to time.

Lending Library Rules:-

1. Only members shall have the right of access the Lending Library for the purpose of borrowing books, Their representative and others may be admitted and allowed to borrow books on their behalf provided they hold a letter or authority from the member concerned to the satisfaction of the Director General.

 2. The counter for issue and return of books shall be closed 15 minutes before the closing time of the Lending Department.

3. A member must make his own arrangements for the conveyance of books to and from the Library.

4. A member may be given Three borrower's ticket against which he will be entitled to borrow for home-reading three volumes at a time, provided that the Director General may use his discretion to allow issue of only two or one borrower's ticket at certain units of the Library.

5. A book shall be lent to a member only in exchange of his ticket, which will be returnd back to the reader when he returns the book. No book shall ordinarily be accepted unless all the charges due from the members are paid.

6. Borrower's tickets shall remain in force for two years from the date of issue unless surrendered or cancelled earlier.
Members leaving Delhi or ceasing to use the Library facilities shall return all Borrower's Tickets at the Registration Counter in the Library for cancellation. Members are advised to destroy expired Borrower's Tickets in their own interest otherwise they Shall be responsible for books borrowed against these.

7. The holder of ticket is responsible for any book issued against it as shown by library records.

 8. A member who has lost his borrower's ticket shall make a written report to this effect to the Director General and shall give an indemnity bond in the prescribed form and pay a fee of 50 paise for the first duplicate ticket required RS. 2/- for the second duplicate ticket required and Rs. 5/- for the third duplicate ticket required. If the member loses the third duplicate ticket also, his membership shall be terminated for the remaining period of the term of membership. Notwithstanding such replacement of ticket, the member shall be held responsible for any book borrowed on the original as well as the duplicate tickets and the Library shall not undertake responsibility of detecting the misuse of such lost tickets.

 9. Before leaving the counter, the member shall satisfy himself as to whether the book lent to him is in sound condition and, if not, shall immediately bring the matter to the notice of the Director General or his nominee; otherwise he is liable to be held responsible for the replacement of the book by a sound copy or to pay its cost and other charges.

10. If a book or its cover is damaged or lost, the cost of the book, the jacket, or any other expenses including registered notice charges incurred in endeavoring to secure the return of the book or the recovery of the cost shall be paid by the reader on whose ticket the book was borrowed. Any liabilities incurred by a reader in the retention of a book must be discharged before the book borrowed is returned or any other book is issued. Habitual over-retention of books may lead to the suspension or cancellation of the ticket by the Director General. Orders of the Director General in such cases shall be final and binding. Any amount due from the reader under these rules, if not paid, shall render the member or the parent or the guardian referred to under Rule 2(ii) liable to prosecution under civil or criminal law or both in force.

11. If one book of a set is damaged or lost, the member concerned shall be liable to replace the whole set.

12. The value of the loss shall be immediately deposited with the Library.

13. Members are not allowed to sub-lend the books of the Library or transfer the use of the privileges of their tickets.

14. Books on loan shall be returned within 14 days of their issue (excluding the date of issue or by the due date stamped on the book.

15. Book on loan can be recalled and the loan terminated at any time at the discretion of the Director General.

16. If a book is not returned to the Library when due, an overdue charge of Rupee 1.00 per volume per day both for Adult and Children's Department upto a maximum of Rs. 50/- per Adult and Rs. 25.00 shall be levied.

17. An Additional charge to cover the cost of postage shall be levied if the amount due from a defaulter is not paid until a legal notice is sent. The legal notice shall in the first instance, be sent under certificate of posting and if there is no response from the defaulter a registered notice will be sent for which an additional charge to cover the cost of postal registration shall be added to the Library dues. The charge for registered notice shall be fixed by the Director General from time to time on the basis of rates for registered letters fixed by the postal authorities. This charge shall be levied for each registered notice that is required to be sent.

18. The replacement cost of lost books charged from a member can be refunded to him, provided the books are returned within 60 days of the date of making the payment and are in good condition, to the satisfaction of the Director General.

 19. Loan may be renewed at the discretion of the Director General for a further period, provided no other reader has applied for the book in the meantime.

 20. Any book in the stock of the Library except fiction may be reserved for a reader on completion of the appropriate form an payment of the cost of notification that the book is available. No such book shall be reserved for more than 3 days after the notification has been posted.

21. The Director General may lend books to government and semi-government libraries and institutions on personal responsibility of the officer borrowing them, who shall be bound by these rules.

 22. The Director General may lend books to non-political and non-sectarian organizations for specific purpose on the written guarantee of the head of that organization who shall be bound by these rules.

23. A week's notice shall be given before a security deposit is withdrawn. All such applications shall be made to the Director General on the prescribed form. The payment shall be made by cheque or by money order, in which case postal charges shall be borne by the applicant.

24. No security deposit shall be repaid until all the books outstanding against the member and his reader's ticket have been duly returned and all the dues from him are paid.

25. The privileges conferred on the members and others under the rules cannot be claimed by them as a matter of right.

26. If a member defaults in returning the book or in payment of any amount due from him/her or in case a member fails to observe the rules of the Library or in case of any other complaint against the member, the Director General, or the Secretary or the Chairman or any other official acting on their behalf, may approach the employer or guardian or parent or head of the Institution in this connection and all such complaints shall be brought to their notice irrespective of the fact whether or not they have been introduced to the membership on their Recommendations.
If any action is taken by the Director General or the Secretary as stated above it may be communicated to the employer, guardian, parent or head of the institution as the case may be.

27. The Director General or any person exercising the powers of the Director General, may cancel the membership of a person and debar him/her from future enrollment for a period not exceeding five years provided that where membership is proposed to be cancelled or a member is proposed to be debarred from future enrollment the office concerned, to show cause a notice to be served on the member concerned, to show cause against the same and hold such enquiry personally or through any other officer as he deems fit. An appeal in writing against Cancellation of such membership or against an order debarring him/her from fresh enrollment may be addressed to the Chairman within 30 days of the date of communication of the order and subject to the decision of the appeal, the order shall be final and binding.
A notice for showing cause may be delivered personally or sent by registered post, acknowledgement due or under certificate of posting on the address given by the member in this application for membership, and posting of notice of such address shall be deemed sufficient service. The Chairman of the Board may either confirm or reverse or modify the order or order a fresh enquiry or take additional evidence or pass such orders as may be just equitable or proper as he deems fit under the circumstances of the case. The acting Chairman or acting Director General shall have like powers.

28. The Director General or the Secretary or the Chairman shall cause a list of defaulters, or the persons, debarred from any privilege of admission or use of the library or of persons whose membership has been cancelled whether an appeal has been filed or not or suspended, or against whom any other action has been taken to be placed on the notice board of the library stating the reasons resulting into such action and a copy of such lists shall be forwarded to every Incharge of section or head of department of the Library for information

Gramophone Record & Cassette Library Rules:-
1. The members of the library shall also become the member for borrowing gramophone records and cassette library.

2. On signing the appropriate form any member of the library above the age of 18, may borrow gramophone records and cassettes but the Director General reserves the right to refuse any application for registration as a borrower or to cancel any registration at any time at his discretion.

3. The membership of Gramophone records and cassette library shall be valid up to the date of expir of the general membership ticket.

4. Gramophone records and cassettes will be issued only on production of the appropriate gramophone records and cassettes ticket, which shall be valid up to the date stamped on it.

5. Member shall have to deposit security of Rs. 50.00. The deposit will be refunded after the expiry of membership not earlier than three months at a week notice.

6. After deposit of the required money members shall be entitled to borrow a maximum 5SP/2EP/1LP record or 1 cassette at a time.

7. Records/Cassettes may be borrowed/issued for seven days excluding the day of issue. This period may be extended for a further period of seven days or a shorter period provided that the records/cassettes are not required by any other member and that they are presented for reissue.

 8. A borrower retaining a record/cassette beyond seven days/ unless an extension has been granted, shall pay overdue charges of 0.50 paise per disc up to a maximum of Rs. 40.00. Habitual over retention of records/cassettes may lead to the suspension or cancellation of gramophone records/cassettes library ticket.

9. In case any damage is done to the record/cassettes or the cover/ the member shall replace the record/cassettes or the cover or both as the case may be or pay the cost.

10. The borrower should examine records at the time of issue and report any damage or blemish to the concerned officer. The borrower shall be held responsible for any damage not reported earlier. Record/cassette shall be examined in the presence of the borrowers on return.

11. If one record/cassette of a set is damaged or lost/ the member shall be liable to replace the whole set. .

12. Such records/cassettes/ which might be difficult to replace and other records/cassettes declared as 'Not for issue' by the Director General, shall not be lent out unless specially allowed by the Director General.

13. The day and hours/ when the gramophone records/cassettes can be borrowed/issued from the library, shall be fixed from time-to-time.

14. Any record/cassette may be reserved for a borrower through ordinary post card.

15. Record/cassette will be reserved only for 3 days after the notification has been posted.

16. The use of any record/cassette which is the property of DELHI LIBRARY BOARD, shall not confer upon the borrower any right or license in respect of ownership or public performance.

17. Signing of the application form shall be deemed to have given the undertaking to the satisfaction of the Director General.

a. That Gramophone/Tape recorder to be used is in good condition is of an appropriate type for the record, which is to be played.

b. That the record will be handled by the edge and no finger marked on the surface and will be brushed before and after playing.

18. The rules mentioned above shall have precedence over the general rules of the library and in case they are contrary to the general rules, these rules shall prevail. Except as provided therein before, all other rules of the Central Library shall be applicable to the Gramophone Record and Cassette Library.
